It can only be either one of two circuits at fault after that fuse,if it's not a positive wire which is rubbing on the chassis ground (a piece of sharp metal) then it's a burned out air conditioner clutch solenoid which is causing it (shorted out windings).
I'm a GM bloke (Holden) whose a bit on the other side of the road to you there as well (the Mobil side), it sounds like a Chrysler one is just a "go home" one to me now,they haven't got much work for me as an electrician these days !

If the customer doesn't have a lot of money, sounds like he needs to make a trip to the junkyard and get an old compressor, then remove just the magnetic coil and swap it out. That way the AC system will not have to be evacuated.

2.8 ohms across a coil is not a short, that's only a 5 amp draw if you assume 14 volts. But yes, it should have no continuity to case ground.
