I have a 03 f150. Doing the same thing except in 4×4 mode also. And full of fluid. Changed speed sensor and no difference. Head scratching

what causes it to stay at 12mph then if you tap it , it will go back to 0 but when you turn on the power it jumps to 12 and stay their when you stop, so it says your going faster than you really are.
