It's a Menda wire threader. It's designed to thread wires under the already tied wire ties. It works great for cutting but that's not what is was made for.

Use drag and drop or the mouse wheel to move the text up and down. When you find the text for which you are looking and are finished reading it, left click the arrow at the bottom of the text and the auto-scrolling should start again. The rest is intuitive. This is for a Windows 7 desk top set up, might not work on your iphone.
